Which bolts to support hitch install?

So my tequipment towing system came today and all the parts are accounted for EXCEPT inside the parts package I got 16 bolts instead of 8. However, they are 2 different sets of 8 bolts. I can't figure out why I would have received them. The ones with the black rubber washer around the bolt look EXACTLY like the ones I removed from the old bumper except longer (SEE ATTACHED PICTURE). BUT.......the other set of 8 bolts appear to be the same length but look different and have what appear to be loctite sprayed on them.

ANY THOUGHTS?????

I sure don't want to install the worng bolts and really HATE having leftover parts :cursing:

The bolts on the right look a little more solid but may not give you the wiggle room to adjust if need be. I installed my hitch on a 04 Cayenne and it seemed I could of used the orginal bolts. I used what was shipped and had to line up the holes before tighten them all down. It was really simple - in fact I pulled a spec sheet off a VW Torg site which was really helpful....

I did not cut my lower spoiler all the way thru - instead I cut a square hole and used some black door molding to cover up the rough edges----really came out nice.
