Need some assistance

Check Engine Light is on (dealer diagnosed as problem with secondary air pump)

My mechanic is not familiar with (he typically works on higher end Porsches)

He checked a pump on passenger side of engine and it is working

Is the secondary air pump emission related and is it necessary (expensive part)

It is on the passenger side. It is in the middle of this picture.

It is emission related. When the car is cold it injects air into the exhaust manifold.

I hear a pump whine sound (like when you lock the steering wheel you hear the pump) from the right passenger side. It exists at all speeds except b/w 1500-2000rpm. There are no warning lights that come on and the car drives normally. Is this something I have to be worried about.

my car is '03 base,5sp
