You are likely going to need a Porsche scan tool to diagnose what is going in the front end control unit. Sometimes a re-programming is all that is needed - provided there are no faults reported.

No faults? No broken wires from the cruise control?

If so, then you will likely need a new (or used) front end control unit.

The brake lights are always on as well when I turn on the car

Lots of possibilities - brake booster, shorted wire, bad bulb connector, bad switch, control unit.

Did you drive through high water at any time?
