Probably a dumb question, but does it matter if the second O2 sensor is inserted into the cat like OEM or placed after the cat like these soul performance pipes?

SOULPP.COM

Upgrade your 996 Carrera with HJS catalytic converters for an aggressive exhaust note and more power without a check engine light.

Not really, as long as the cat is doing its job, it should make no difference.

So I should be able to use some universal cats and just weld them in with O2 bungs placed down stream

Almost; in your state, the use of aftermarket "universal" cats will fail your inspection program, they have to be factory.  The sensors will work fine, but the use of aftermarket emissions component's is a no-no.

I have a good relationship with my smog tech. He doesnt do visual inspections or even care. He just hooks up the OBD cable, checks the monitors, prints the reports and gets paid.
