Following up on this thread from three years ago:

I changed  996.605.201.01, but I still get a very loud, throaty noise when I drive for long distances. I finally decided to take the car apart again today, and darn it if I can't figure out where 996.605.213.01 goes. Everyone says it's behind the headlight, but I don't see anything. Here is what my car looks like. Should I be changing the part with the orange cap just behind the filler (http://www.pelicanparts.com/techarticles/Porsche-996-997-Carrera/106-FUEL-Replacing_Your_Fuel_Line_Vent_Valve/106-FUEL-Replacing_Your_Fuel_Line_Vent_Valve.htm).

I traced the lines - unless it is behind the carbon canister (I would have to take the canister off to get to it), part number 8 is not in there. Where should it be in my pics?

Loren is correct, it is mounted on the EVAP canister, which is not shown clearly in either of your photographs, but is partially in the first one.  The canister is in the rear of the wheel well, behind the inner liner, which must be removed to see it:
