With that type of damage it is difficult to know for sure whether it damaged the belts.  I suppose they could remove the tyre, and look at the inside and see if there are signs of damage.  The safe answer is replace.  You can replace just one tire if they're within 3mm of each other.  Or have the new tire shaved to match the other three.
