Probably a silly question, when I turn on the headlight, the buttons including the tiptronic buttons, volume control buttons..etc on the steering wheel keep flashing at 2-4Hz.

is it normal? if not, what wrong with it?

That's interesting, have you tried turning the steering wheel light buttons on and off again? I've never heard of this fault before.

I tried to turn it off. It does turn the light off, but sometimes it doesn't.

the tiptronic button sometimes responds (70%), but sometimes it doesn't (30%)

Yes, I am asking about whether the dash panel background lighting including the speedo and tachometer background lighting are also flickering.

the radio/music control buttons on the driver airbag module including the tiptronic buttons flicker

it can be turned off by pressing the lighting button at the back side, but it does not always work.

called Porsche Services, they said there may be a problem with the small circuit board sitting underneath the airbag.

since the car is working fine, I just leave it to the next services

When I adjust the dimming switch to increase or decrease brightness then all my lights flicker for sometime and then settle down to normal.

Sounds like more of a dirty dimmer switch then anything else.
