Hi. I'm troubleshooting a problem where my 2000 C2 Tip cranks but won't start. Fuel pump pumps fuel, so I started thinking maybe something to do with the fuel injectors. If I remove the 30 Amp fuse number 2 from row C under dash (fuel injectors and oxygen sensors) then turn the key, the voltmeter I attach to the fuel injector fuse leads say ~7 to 8 volts (battery gives 12). Is that something to look into.

I wonder if the ~7 - 8 volts is normal since it oscillates and the voltmeter (I don't have an oscilloscope) is averaging it out? but is it supposed to oscillate like that if the engine is not running?

I'm not sure on your engine but on older vehicles the injectors operated on system voltage which was 12-14 volts. I don't think your testing the circuit correctly. How are you testing for injector pulse? The cheap and easy way is to use a noid light which you can purchase for a few dollars. It connects to the injector harness and just crank the engine and watch for the light to flash with each pulse.

Hi. The car is model year 2000. I don't have a noid, I'm just using a regular volt meter. I remove the injector fuse under the dash, connect the voltmeter leads to it, crank the engine and see ~7 or 8 volts.

A normal multimeter won't register fast enough to get a accurate reading. You need a noid to see if it getting any voltage. An oscilloscope will allow you to see the to see the voltage amount.
