If my 99 Porsche C2 tiptronic is in Limp Mode what is working and not working at that point. Can someone explain the limp mode for me, please?

The Tiptronic goes into Limp Mode when there is a problem that could cause a safety issue or further damage to the car. There are about 25 different faults (as I recall) that can cause the Tiptronic to go into "Reduced Driving Program" aka Limp Mode.

You need to have your car diagnosed with a Porsche PST2 or PIWIS tester.

My 2012 Panamera 4s keeps going in and out of  limp mode. One day its fine, the next, it needs Viagra! Any others with this problem?
