I noticed the other day, after a cold start that the radiator fans were running. Is that normal? Do they run all of the time? Do they have two speeds, low and high, or just one? If two, what temp should the high kick in at?

I would say that typically they would NOT run all the time. Something like that can be caused by a faulty temperature sensor. It could be other issues, but that would be my thought. The sensors aren't much, but on some cars are a little hard to get to.

May want to check error codes. If a sensor is bad, it would likely send an error code

and.....unless manually selected OFF (snow flake button) the AC is ON any time the HVAC system is being used if the outside temperature is above 32 degrees F/0 degrees C.

Umm... they run all the time if the AC is on.

The radiator fans run if the AC is on?? I don't remember if it was or not. I will check it. If the AC is off should the cooling fans be off on cold start up?

Yes, that is correct.
