The rain sensor on my front wipers for my 06CS seem to operate rather erratically. The wipers tend to run constantly with very little rain on the windshield. The stalk adjustment does not seem to make a difference in the timing of the wpers so I was hoping anyone here can provide some insight.

Mine does the same way. I perfer the traditional manual control over the rain sensor.

make sure the rotary switch on the top of the stalk is all the ay to the right

if that does not work there is something wrong

it should go

slow intermittent

faster and faster as you move to the left.

then when it rains hard prepare for take off

There is no rotary switch on the top of the stalk, just the switch on the face of the stalk that determines the timing of the intermittent swwep of the wiper. I assume we are talking about the same thing here, but even at the lowest setting the wiper speed varies a great deal and is sometimes too fast or the time between swipes is too short even when there is very little rain.
