The horn relay is in position 10. That would be second row from the top 5th from the left. You should also check the fuses (if you haven't already).

And, it is not uncommon to just have a horn fail - so it could be a bad horn. There are several threads here on that and suitable replacements.

Yeah I checked the fuse already, it's fine. I pulled relay number 10 and swapped in a good relay. Still no horn, but now my airbag indicator light is on. Does that relay have anything to do with the airbag sensor? It looks like I'll be pulling the steering wheel off this weekend, bleh.

Ok! Here's a tip for everyone. Remember to set your volt meter correctly when checking volts at the fusebox. I'm off to the store to buy another fuse for my voltmeter now :P

However, I don't think there's a problem with the fuse or continuity to the horn. It'll honk if I set the alarm with the door open, so it seems to be something with the steering wheel.

Your car has 3 horns. 2 behind the front bumper cover on the passenger side for the steering wheel horns. 1 on the drivers side next to the battery for the alarm. They have nothing to do with each other.

Check fuse B3. If it is good then swap the horn relay with another relay that has the same part number. Yellow line is to the horn relay in position #10 on the relay tray.

If both of the above are ok then need to know if you have a 4 spoke steering wheel.

Fuse checks out ok and swapping the relays didn't fix it either. I have a 4 spoke steering wheel. Haven't had a chance to check continutity between the horn and the circuit yet, though.

2 different horns? I didn't know that. Where exactly on the passenger side is the other set of horns? All I can find of interest is the radiator behind that bumper.

Fuse is fine, relay is fine, contacts in the steering wheel are fine. I'm down to the horn itself.

Are you getting voltage to the horns behind the radiator. If so then the only thing left to do is to get any 12V horn and try it, but if your getting voltage, then this is academic.

Well this turned out to be not really an issue. I located the horn wires behind the passenger side front bumper. The only problem was that there was no horn connected to them. Tested for voltage and it checked out fine, so I guess the mystery of no horn actually turned out to be no horn. Put a new horn on and it works fine.

Well yes and no. I located the horn on the side of the battery, not knowing it was used exclusively for the alarm. I didn't know there were extra horns on the car until TP pointed it out. I figured the car had a horn because I could hear it beep while arming the alarm (with the car door open). Ok, so I'm retarded. :(

Based on my past experience :-) , I believe the previous owner removed the horn to prevent the "unwanted horn" problem on the old steering wheel.

Since you have a new horn installed, watch and see if you are getting the "unwanted horn" problem or not. If you are this problem can be fix as diy job.
