Looks like the Porsche Preparation For Mobile Phone.

"Telephone preparation for mobile telephones contains an antenna integrated in the radiator tank, various wires, a microphone, as well as a bracket for the mobile telephone holder. The hands-free microphone

must be set to the type of mobile phone (see Technical Manual, Group 9, Part ID. 9157).

The respective rigging set of the mobile telephone, which enables phone use with the hands-free unit, is connected to the 18-pin plug in accordance with the VDA standard (VDA = Verband Deutscher

Automobilhersteller - Association of German Automobile Manufacturers).

If the mobile telephone is not installed at the same time, the 18-pin plug and the antenna coupling remain under the center console. The holder contained in the set including mounting elements should

be left if the vehicle for later installation of the telephone."

To mount a cell phone there you need the second part of a kit to install the correct brand of cell phone.
