I was at the dealer yesterday and they told me that even though my 911 has only 11,000 miles on it, they recommend a 30k service on it because it is 4yrs old. Does this make sense?

My question would be why you only have 11K in 4 years? Drive that thing!

But to answer your question, yes, in the manual it reccommends the service intervals based on milage OR years if the milage isn't met.

30K miles services is about 800 dollars, add some small stuff to it and you most likely will be close to what I paid ie 1300 dollars ( minus 250 bucks for a new hood release). It includes new sparkplugs, all new filters etc. Have them check you a/c and refill , mine lost some refrigerant and was not as cold as it should be.
