No actually, they are there because switches would be in place for rear side windows if the car was a Cab.

Ah! Thanks! I'm toying with the idea of installing a stealth radar detector (they're not allowed here) and use one of them to install a power on/off switch for it and the other blank to install the corresponding detector display LED. Can anyone suggest a P/N for a suitable switch?

Depends an year and model. And rt or left drive. Some are shiny and some are matte.

I bought a new blank batwing ($7.00) at Roto-zipped a force fit mounting of the radar remote.
