Some people say is a waste of money and some people recommend it.

For my conditions of uding 87 octane fuel.

Is it a good idea to add octane booster?

you need to use premium. also octane booster only raises it one point, so your 87 octane would be 88 octane... just use premium. the cleaner stuff might be good though, but not the booster.

87 octane is our premium in Costa Rica, we are stuck with it.

If octane booster rises 1 point why does it even exists?

I am not sure about your exuast system in Costa Rica, but all the octane boosters that do work, contain MTBE which can mess with your exhaust system.

All the ones that don't contain it really don't do anything besides stabilize the fuel. If I were you I start importing the fuel!

Check the method used to get the octane rating. Different methods produce different numbers, all close, but one country's 87 is another country's 91.
