Any range 2 overrevs are always a concern because you can only get them with missed downshifts and/or spinning the car backwards.

2319? That's a seriously large number! It can't possibly mean that there were 2319 missed downshifts. Is it some thing like milliseconds of RPM over some threshold?

We believe those are ignitions (during overrev) - so theoretically one complete revolution would give you 6 stage 2 overrevs. At least that is what we have been told.

Like it or not dealers do not like to see many (if any) stage 2 overrevs - it usually mans the car has been abused.

Ah, that makes sense. So if stage 2 is triggered by, say, 7000 rpm, that 2319 could represent just a single event that lasted 2/3 of a second.
